Developer Downsizes Plans for Excessive Density Housing on Campbell Street – West Kelowna Information

A major development along Campbell Road faces West Kelowna City Council on Tuesday.

Originally, a large, densely populated development with three condominium towers and a hotel tower with a total of 550 residential units was proposed for the site, which, however, met with strong resistance from the community. Several Casa Loma residents spoke out against the scale and scope of the Blackmun Bay project.

In November 2019, a revised proposal was rejected by the council, but the developer is trying again with a significantly reduced project.

The latest vision is called SolAqua and now includes a maximum of 45-60 multi-family (terraced) residential units and a public marina facility with a landing stage and landing stage (for 241 boat landing stages).

A report to the council states that the project is currently still in the first draft discussion phase and therefore no final number of units has yet been determined, but it is agreed that the number of residential units will not exceed 60 terraced units.

The density has been reduced by 90% and the report says the built form will blend in much better with the generally accepted and approved developments in West Kelowna over the past decade.

The new proposal reduces the height of the project from 10 to a maximum of three floors.

The SolAqua project team, which included landowner Landstar Developments and CTQ Consultants, hosted three Zoom public information sessions that were attended by 92 people.

If the council approves the statutes to amend the zoning for 2211 Campbell Rd. The developer has to meet some conditions before he goes into the second reading.

These conditions include the submission of the following items to the satisfaction of the Director of Development Services:

  • Water and sanitary modeling;
  • Revised transport assessment;
  • Revised functional maintenance report;
  • Revised geotechnical report;
  • Updated and consolidated environmental report;
  • Submission of pending recommendation comments.

The project will also include a component of the agro-tourism activities in the area of ​​the agricultural land reserve of the site.
